In summary, The Institution of Engineering and Technology (IET) states...
"The original Approved Document P Electrical Safety came into force on the 1st January 2005....

...Part P of the Building Regulations
became a legal requirement on January 1st 2005.
and the government portal states...
"The legal framework and Approved Documents for
Part L (Conservation of fuel and power) were last revised by amendments that came into
effect on 6 April 2006.
"
The above legislation means that these requirements are not optional.

Reporting Requirements

Register and notify building control for certain work.
Bench Mark
Most equipment, boilers in particular, have to be installed and commissioned to a manufacturers bench mark to validate the manufacturers warranty. Following the bench mark makes sense as it ensures efficient, reliable operation over the working life of the boiler. Whereas not following the bench mark may reduce the reliable working life of the boiler.
